CE Marking EN 16034:2014 fire and smoke doors

The product standard EN16034: ‘Pedestrian door sets, industrial, commercial, garage doors and openable windows – Product standard, performance characteristics – Fire resisting and/or smoke control characteristics‘ applies exclusively together with EN 13241-1:2003+A2:2016 or together with EN 14351-1:2006+A2:2016.
This standard is revolutionizing the market for fire resistant closures by allowing manufacturers a wider market (the EU market), a greater possibility to extend the results (through the implantation of the EXAP 15269 family of standards), with increased control during testing and later during production.
MANDATORY OBBLIGATION
From the 1st November 2019 it is mandatory to mark CE:
External doors resistant to fire or smoke
Doors resistant to fire or smoke
Now internal door are not included with the Marking CE, which are traceable to the standard EN 14351-2, which is not yet harmonized. Now the official publication is expected in the long term. In the last SReq (Standadization Request) we talk for the 2025, when this review of the mandates comes to fruition.
ACTIVE SORVEILLANCE
The Special Unit of Goods and Services of the Guardia di Finanza Anticontraffazione e Sicurezza Prodotti (SIAC), supervises the market that refers to EU Regulation 305/2011. Court ruling have been known on proceedings relating to improper or omitted CE Marking, with serious civil and criminal consequences.

EU, FOR ONCE A COUNTRY IN ITS OWN
In EU, the products can be marketed as follow:
Internal Fire-Resistant Doors: with Ministerial homologation
Internal Smoke-Resistant Doors: with Sa or Sm classification report
Internal Fire and Smoke Resistant doors: with Ministerial homologation and Sa or Sm classification report
External doors or fire resistant doors: with CE marking (from 01/11/2019)
External doors or Smoke resistant doors: with Sa or Sm classification report or CE marking (from 01/11/2019)
External doors or Fire and Smoke Resistant doors: or with Ce marking (from 01/11/2019)
With the circular of 6th November 2019, the Ministry of the Internal Affairs, clarified that a door for external use “is a window that separates two rooms with different climatic conditions (for example an air-conditioned room from a non-air-conditioned room, or a room from external environment to the building)”. So, products for a double use (internal and external) can be marketed, i.e. both equipped with CE marking and homologation. This circular is valid exclusively for the Italian market.
THE FUTURE OF THE EN 16034: TO DISAPPEAR AND TO BORN AGAIN
It is important to establish the destination of use of the products. This because It could be mandatory to have specific characteristics provided in the standard. In the case of EN16034, the only standard transferred in the European Official Gazzette, to work in connection with other standards (like above cited, EN14351-1 and EN13241-1).
AVCP in SYSTEM 1
The manufacturer of external not Fire resistant and Smoke resistant are used to CE Marking, but with the system AVCP (system for evaluating and verifying the constancy of performance of construction products in relation to their essential characteristics). 3
This means that generally no one come to check annually the conformity of the production. For small companies of fire doors, smoke resistant and emergency exit, the annual control is made by the notified body.
REQUIRED CHARACTERISTICS BY INDIVIDUAL COUNTRY, DIFFERENT FROM EACH OTHER
Every country can establish which are the mandatory characteristics and which are not. Every country has a National Contact Point where companies can make official request which the mandatory characteristics of a certain product.
INITIAL TYPE TESTING OF FIRE-RESISTANT DOORS OR SMOKE RESISTANT DOORS IN ITALY. WHICH ARE THE TESTS?
In the case of Internal Fire and Smoke resistant doors, beyond the tests made in ITT for EN1634-1 and/or EN1634-3, mandatory tests are required as:
Unlocking ability, if equipped with an anti-panic handle
Air/water/wind tightness
Thermal transmittance
These tests are listed in the section TESTING of our website.
Regarding other characteristics, which can be optional, are different for every standard.
EN 14351-1
Wind Load Resistance, Snow Resistance and Permanent Load, Reaction to Fire, External Fire Performance, Watertightness, Hazardous Substances, Impact Resistance, Capacity of Safety Devices, Opening Capacity, Soundproofing, Thermal Transmittance, Radiation Properties, Air Permeability, Durability, Operational Strengths, Mechanical Tightness, Ventilation, Bullet proofness, Explosion Resistance, Durability, behavior in Different Climates, burglary Resistance, Special Requirements.
THE PROCEDURE
To summarize, for Marking CE the manufacturer must:
Include in the initial test like ITT, the sampling (a notified body will take the material that will subject to the tests).
Obtain any extended classification reports via EXAP for necessary variants.
Activate the notified body for certification (CE marking)
Apply “FPC-Factory Production Control”.
Support the annual visits of the notified body for the validation of the Certificate of Constancy
Issue the required documentation (DoP – Declaration of Performance + Instructions, Certificate of Constancy). Apply the CE Mark on products.
For certain characteristics, (thermal transmittance), It will be the manufacturer’s responsibility to demonstrate, also by means of software, that the product configuration supplied in that specific delivery provide certain performance.
For this issue. It is necessary to carry out calculations related to the differences with respect to the tests performed.
